It can, but if you are converting from DVDs, make sure that you take care of the region. While some people have reported that dvdcat is region-free, using it with my own drives requires the region of the drive to match that of the DVD, which is why I not list region-free as a feature.

This is from a DVD. I can change the region code on my DVD drive for the correct region and then change it back. Once I have created a video file will it be region free?
Also the DVD has 2 sound tracks, one for German and one for English. Is there any way to specify the English sound track when using DVD Catalyst?

You can only change the region on your drive 5 times, so you might want to use something like DVD43 or ANyDVD to take care of the region for you. The video file itself will not contain a region-setting, so after the conversion is complete, the file will not have a limitation.
After the DVD has been scanned by DVD Catalyst, just tap on the movie track, and if languages have been found, they will be listed in a dropdown. Just select English from the dropdown before you start the nconversion.
