No. Only for these that have the option for the charge light. Normally the light tweak is built into the kernel, but some don't like it so devs are giving you the option.

You should be fine to use wifi. The main difference with the upgrade is with framework, which kernels don't touch.

If you are happy with the way your charge light is and rooted using BRDs method you do not need to flash the other image. Just flash the kernel. I can confirm this after reading in main thread and flashed just the kernel.
