I have successfully obtained root on my Xoom 2 purchased in Singapore and am able to adb remount thanks to the local.prop supplied in the OP.

I've found that my local.prop has reverted back to disallow remounting with adb remount... That's annoying!
Found the cause, there's a failsafe mode in init.mapphone_cdma.rc and init.mapphone_umts.rc that restore the original local.prop... working on a fix... can't seem to get past this read-only file system stuff though, even though I'm remounted...
Probably not going to be able to fix this one actually...

Is this confirmed to also work on the Xyboard 8.2?
It does work on the 8.2. Also Elysian, if you remount in a shell and stick with that shell, you can always write. I did notice es explorer plays weird in system, but the shell does great.
