i would try google maps myself.i have a verizon xoom with mobile data,and gps built in.so i dont really know if that will work together or not.best way to find out is try and see.unless someone pops in with an answer.

CoPilot GPS comes with it's own maps and they are available for use offline.

Made the mistake of taking a short trip with google maps...it got me there just fine. Until i needed to get back home and it needed the net to play the trip.
Ive tried a few GPS apps, Copilot and Sygic are my favs
I went with Copilot after struggling with Google maps myself. Copilot, as mentioned, keeps the maps locally, so it is not dependent upon a live connection like Google is. Yes, Google will run offline, but it is very limited & not really a good solution for a wifi only device.

Another good one with "offline" maps is Navigon. Navigon is handled by Garmin. I have CoPilot, Sygic, and Navigon and all work pretty well. I like the CoPilot UI but it lacks a lot in its POI system. Also, when CoPilot does their FULL map updates, plan on not using your Xoom for a while and have it plugged in, it takes a while to download them all.
It depends on how many maps you have downloaded. I just have Southwest US and it wasn't too bad. One other thing with CoPilot, if you have the SVOX text-to-speech app, it can use it for spoken directions; it works really well & is easy to set up.
I can't argue that the POI section is a bit weak, but I usually know the address of where I am going so it isn't a deal-breaker to me.
