this is annoying haha. Is there anywhere I can get a sbf to use in RSD Lite?
Unplug your xoom and reboot it, plug it back in and try these commands from you adb folder again, also try a different usb port, preferable one that's connected to your motherboard. On a desktop one in the back.
adb reboot bootloader
fastboot flash recovery recovery.img
fastboot reboot

"can't load recovery.img"
didn't one get leaked? Know anyone that can email it to me?
Try this one, it's an old stand by. If you can fastboot it you can flash the Rogue in CWM. It has intructions, don't type them - copy and paste so there's no error in typing. The recovery.img goes in the Easy ADB folder you're running commands from.

Also sometimes you just need to put it down for a bit and relax. You could be doing the same thing over and over without realizing it. Just step away for a bit and start again from scratch.
