    KISS'd:
Does an icon or any indicator show that USB Debugging is enabled?

    Down right boring:
As shown where the video starts 2m50:

Here is your cmd screen, <shot of monitor>
Xoom is connected to computer <shot of USB plug>
USB Debugging is on <shot of the Xoom>

The shot of the Xoom is presented as if it indicates USB Debugging is enabled (an icon or ?).
The only icon I couldn't identify was the circle at the bottom right of the Xoom.

If usb debugging is enabled there should be either an android head for jelly bean or a pitchfork for other os's on the bottom right next to the clock when you're plugged in via usb.

    There it is, thank you.

The USB cable has to be connected for the little head to show up (JB), in my case a good thing.
Airplane icon shows up and I'm indoors, so why not the Android head when USB Debugging is enabled (not what it means)

The Xoom's cable is much shorter than others, so not connected as I was setting everything up for first time ever root.
Little head not showing up stopped me from installing the Universal-Root to 4.1.1.

(Rooting Jellybean 4.1.1 OTA. - You can't root the OTA using the, currently available, common methods.)
Found Goggling that missing head, Rooting Jellybean 4.1.1 OTA.

Correct, the rooting process prior to JB was much easier.

I've got a stock JB Xoom. Managed to install the Android SDK and get ADB (seemingly) working to unlock the bootloader. I've been trying to flash CWM but every time I try to fastboot flash recovery I get "error: cannot load X". Was following the instructions over at the CM wiki since I wanna install CM10 and I am almost entirely positive everything is where it should be. Anybody wanna point me in the right direction?

Flash boot recovery did not work for me either I had to do it the old-fashioned way
    Shutdown the device
Boot up while holding down the volume up three seconds till the M logo then hit volume down

    Sent from my Xoom

Make sure you have usbdebugging checked and unlock the device before starting the root process.

I've already successfully unlocked my device and USB Debugging is definitely enabled (hard to miss the giant jellbean in the notification bar). Whats next on the probably neverending list of things I'm missing because I'm not as smart as I thought I was?

Try fastbooting on of the other recoveries, you'll need to extract the recovery.img from the .zip and flash using the same as the instructions. I always change the recovery to recovery.img, less typing.
