Android is apparently always weak in this area. Search in the marketplace for an app called Proxy Settings, and install it. Now, this thing is tricky to use. You must make sure your settings app is closed and you are on wifi. Then, start it, and tap the "Proxy Settings" link, and you are in.
I just rooted my Xoom -- apparently unnecessary so far -- so I'm on the hunt for something that will turn proxy on/off based on SSID. ASProxy can do that, but it doesn't work for me; I think the Xoom may not have the necessary NAT filtering (although how the built-in access point functionality would work without that, I don't know).
