What everyone else said. ICS has barely made a dent in the market & is only a few months old. While there is no surprised they are working on the next version, this announcement is a lot premature & shoving it out by Nov this year isn't going to help the perception of fragmentation. I am guessing they want it out by then to get devices on JB under Christmas trees--but that will still only end up with 1-2% of the overall market. Time to throw on the brakes a bit & get ICS out to the majority of devices and get it optimized.

You know, that announcement might have been intended to hint to Verizon to "poop or get off the pot" and get ICS on their devices or they will be a generation behind.
