I was having issues doing this when I was messing with it last night. Do I have to boot it a certain way? (Android Recovery, RSD, Fastboot,) or something else?

The computer I had it on last night recognized it, as that was how I flashed it wrong in the first place. I am not using the factory Moto cable...
The Xoom will NOT charge via USB. You must use the charger that came with it to charge it.

Then, boot into fastboot, and adb should find it just fine.

Ways to get Windows to recognize your Xoom
adb reboot bootloader from the folder you're running commands from. Make sure usb debugging is still checked and if it still isn't recognized try a different usb port.

Ok, I've got the Xoom in Fastboot mode, and I still cannot get it to pop up when I do "adb devices"

It came up before, as this is how I screwed it up in the first place.

When I go into Device manager I see it listed as an ADB device, although it's not under portable devices...

    Am I missing something?

I am using the correct cable too...

Also, I am able to get into Android recovery... Is there any way that I could load an image file onto the SD card and install it from there?

Make sure usb debugging is still checked and try another usb port. Are you using the full sdk or easy adb? If the full sdk, try easy adb. Download and install usbdeview on your pc, run the .exe and delete all your xoom drivers. Download and install the moto USB Drivers to your pc. Unplug the xoom from your pc, reboot the xoom and your pc and see if it's recognized.

All that makes sense to me, and I will try it out...

The only thing that's not clear to me is how to turn on USB debugging... If I am stuck at the Dual Core screen, there is no way I can get into the Android settings...

I wasn't thinking, we had a member a few weeks ago in the same boat with usb debugging not checked. I had him do:
    cd C:\SDK_tools
    adb reboot bootloader
    fastboot oem unlock
    fastboot reboot
which wiped the devicce and booted where he could get usb debugging checked. Don't know for sure if this would help or make yours worse, every situation is different.

This may be a dumb question, but if I have the Xoom connected and I type "adb devices" and nothing shows up, I cannot send commands to my Xoom, right?

You shouldn't be able to, won't hurt to try. Are you using the full sdk or easy adb?
