Install one of the many power control widgets available on the market![]()
I use Data Enabler Widget on my phone and works great.

You CAN shut off the 3G on mainboard data modem within the settings.
You at this time CANNOT shut off the mini PCI-e card slot if you have the 4G LTE upgrade.
That slot is ALWAYS power active if the slot if populated, and it draws about 65-70 mAh
If you have the 4G LTE upgrade, remove the two T5 screws on the bottom of the xoom slide the back cover down to expose the 4G LTE card.
NO need to remove the back cover, disconnect the ant, and remove the card & store a way for safe keeping.
Once removed and 3G mobile data off, you will idle at sleep with a 3-5 mAh power draw, same as the wifii only.
I have both xoom's, I have also spoken to both Google & Verizon android development teams about this 4G lte power draw.
Just maybe once Verizon releases 4.1.1, they will have addressed the issue.
edit to be clear:
You can shut all mobile data off within settings, yet that will NOT shut the power off to the 4G lte card and it will still draw 65-70 mA even during sleep
