Precisely. The source code will not be released to the public, which means amateur devs can't build ROMs or Themes (am I mistaken for saying themes?), only manufacturers will have the source code to customize the OS for their product. Killer apps tho? I don't think you need the source code to build a Honeycomb-optimized app; the SDK has been released so devs can test their apps for it. Open-source is pretty much getting the guts and brains of the operating system and customizing it yourself (or loading one from a dev).
Most are frustrated with this approach because Android was hailed for it's openness, now we've been stripped of that title (hopefully just for now).
