Need help reinstalling my Xoom wifi only

I have a non-rooted Xoom Wifi that is on ICS. It is whatever the latest OTA version is. I do not mod or root.

Yesterday my Xoom decided to malfunction. It is stuck on the splash screen after the big red M. It is the screen with the little colorful squares flipping around. They are moving and flipping around but it stays on that screen for hours and never fully loads and it never reboots - it just keeps flipping squares. I let it flip squares all night long last night hoping to wake up to the OS loaded but no luck.

The recovery procedure does not work. If I start that it almost immediately goes to a picture of the android robot laying down with its belly open with a red triangle and an exclamation point in it.

I am a very good PC technician but I am NOT a programmer, NEVER was a Linux guy, and I have never done anything with my Android devices than use the stock software and OTA updates.

I have a Windows 7 64bit PC, a USB cable to hook to the Xoom and the Xoom.

How do I reload this thing?

I need links and EVERY step laid out. I never store anything locally, I am completely cloud based so I can format this thing till the cows come home.

    Someone please help.

Welcome to the forum. Glad you decided to join us. Have you tried a soft reboot? Make sure the charge indicator is green and press and hold the power button and the volume up button together until the Xoom starts to reboot, then release them both.

You can do a factory data reset with the buttons but in step one you'll just start by pressing and holding the power button and volume up button to get it started since you can't turn it off.

    1. Turn tablet off. You may need to use two hands in this process to press and hold buttons properly.

    2. Turn on the tablet with power button, wait a full 2 seconds from the time the tablet starts showing the red Motorola logo, then press and hold the down Volume key. (you should not hold down the power button after it turns on and logo appears)

    3. "Android Recovery" will appear on top of screen if timing is done correctly. Release volume button. (if you continue to press volume down at that message, the message will cycle through "RSD, Fastboot, and back to Android Recovery. Make sure message states Android Recovery before you go to next step). If stuck at a RSD protocol or Fast boot screen, reboot the tablet by holding power button then pressing the volume up).

    4. While screen states "Android Recovery", Press volume up button, the screen will say "Entering Android recovery mode" and a few seconds later an Android robot graphic will appear alone on the screen. Release buttons.

    5. Hold down power button and then press the volume up key together to see the Android Recovery screen menu selections.

    6. Use the volume buttons to move up and down through selection in this menu.

    7. Using the volume down button, scroll down to “Wipe data/factory reset”

    8. Tap Power hard key to select option.

    9. Scroll down to select “Yes, delete all user data”.

    10. Tap the power button to select. Wiping and formatting data will take a few minutes.

    11. You will return back to the Android recovery screen menu.

    12. Tap the Power button to "Reboot system now" which will power-cycle tablet and eventually power back on to the Initial Set-up / Welcome screen present when you first turned on your tablet.

Every step of your procedure worked and I went through the whole process twice. It still freezes/stops at the flippy squares splash loading screen.

Was there an option to wipe the cache partition? If so try that too.

I'm mobile and don't have the links but Astrix has a guide to return to stock, you may need to fast boot the stock images.

I can get the device in the fastboot protocol support screen.

I try adb reboot bootloader and get
    Error: device not found
I then try the next command
fastboot flash boot boot.img and get...
    sending 'boot' (8192 KB)... OKAY
writing 'boot'.... FAILED on the computer screen

on the tablet screen it says...
Device still locked. Device must be unlocked first. Failed to process command error (0x8)

How do I unlock it if it won't boot up?
