You mean the number of screens?
You need to use a custom launcher. I had been using adw ex for a long time but recently switched to Apex.
Apex is very nice although I believe all of them give you the option to change the number of screens.

No you don't need root for Apex.

You don't need root for Apex, but it will ask for root permissions to do something, and I can't remember what.
