Are you using the full sdk or easy adb?
Setting up ADB on Windows 7 64 bit (and other Windows platforms)
If you're using the full sdk you need to Copy all files from the tools folder and paste in the platform-tools folder (or vice versa) and use that folder to run your commands.

I was thinking driver issue but you unlocked with no problem. Unplug the Xoom from your PC and reboot the PC and your Xoom with a soft reboot, plug it back in and try this first.
In the cmd type:This is using easy adb.
    cd C:\SDK_tools (enter)
    adb.exe (enter)
    adb devices (enter)
You should get a string of numbers showing your Xoom is recognized. If you get that, go ahead and try and flash the recovery again.
    Edit:
Once you're rooted this rom has been updated.

Here's another guide for your model but he's flashing an old rom. I think it's basically the same as what you're following.
[How To] Root Your EU/UK 3G Xoom and Install Tiamat 2.1 Hammerhead (Android 3.2)
Here's one from XDA, it's basically how I rooted my Xoom. Before starting make sure all the links are still up.

I believe this may be of some help:

    "error: cannot load ´recovery-clockwork-4.0.0.4-stingray.img´"

Someone previously had a similar problem flashing recovery images, and the workaround was to specify the FULL PATH and filename of the recovery img.

What this means is that if the file is in the SDK_Tools folder on your C drive, you would use the command:

    fastboot flash recovery C:\SDK_Tools\eos-recovery-r6.img

Please try this, making sure you correctly specify the drive and folder where your recovery image is located, including the FULL path to that folder, and let us know how it turns out.
