Ok, so my problem all along is that I had forgotten that I actually have to put the Xoom into fastboot status before I can run fastboot commands from ADB. I now have everything working. Thanks to both of you for your help and guidance here!
If you have a custom recovery and are rooted why don't you just flash the rom and the gapps? The custom rom is so much better than a stock rom.
Is there a good custom rom out there for 4.0.4? In any case, CWM still wasn't playing nice on flashing the new stock+root (that I grabbed from over at xda)...so I just pulled the boot and system out of it and flashed it via fastboot. It's still on the boot animation after about 5-10 min...but I've seen that happen before when I install new ROMs.
