Its not freezing at fast boot. That's what its supposed to do. Connect it to your PC and see if adb sees it. You do have adb running correct?

Yes in command. You don't need adb for fast boot. Just run the command and the xoom should display a message about wiping the device. Accept it then run the commands to flash the stock images. Its a wifi US xoom correct?
Put the xoom in fastboot, connect to PC via USB and then type the unlock fastboot command and proceed to the restore.
